Based on the evidence collected, there are substantiated suspicions of criminal actions by Ruben Karlenovich Vardanyan, born in 1968, who is currently a citizen of the Republic of Armenia, in accordance with articles 214-1 (financing terrorism), 279.3 (participation in the creation and activities of armed formations or groups not provided for by law) and 318.1 (organization of illegal arrival of a foreigner or stateless person to the Republic of Azerbaijan) of the Criminal Code of Azerbaijan.
According to the charge brought against him, it was established that Ruben Vardanyan, being a foreign citizen, with the aim of committing terrorist-provocative actions in September 2022, illegally crossed the state border of the Republic of Azerbaijan bypassing the control-pass checkpoints, entered the territory of temporary deployment of Russian peacekeepers in the Karabakh economic region of Azerbaijan. In the said territory, he participated in the formation and activities of armed formations not provided for by the legislation of Azerbaijan, and also participated in supplying weapons, ammunition, explosives, military equipment, and army supplies to these illegal military formations, which carried out attacks on administrations, organizations, and individuals, leading to casualties and other serious consequences.
In addition, Vardanyan participated in financing terrorism, allocating funds for the organization of terrorist activities of the mentioned illegal armed formations. For the committed illegal actions, Ruben Vardanyan was detained on September 27, 2023, and brought to criminal responsibility as a defendant, with a court decision selecting the measure of restraint in the form of arrest. Investigative and operational measures are continuing in the criminal case.
