By the invitation of the Administration of the President of the Republic of Azerbaijan, on September 21, 2023, in the city of Yevlakh, Ramin Mamedov, responsible for contacts with Armenian residents of Karabakh, held a meeting with representatives of Armenian residents of Karabakh, namely Sergey Martirosyan and David Melkumyan. This was stated in the statement by the Administration of the President of Azerbaijan following the meeting in Yevlakh.
It was noted that Admiral Oleg Semenov, the head of the Russian side of the Joint Russian-Turkish Monitoring Center, participated in the meeting as a participant.
During the meeting, which took place in a constructive and positive atmosphere, discussions were held on issues related to infrastructure restoration, reintegration, and the organization of activities for the Armenian population of Karabakh based on the Constitution and laws of the Republic of Azerbaijan.

The importance of promptly addressing the issues outlined in the Ministry of Defense of the Republic of Azerbaijan’s statement of September 20 regarding the cessation of anti-terrorism activities was also emphasized.
In the context of discussing social and humanitarian issues, representatives of Armenian-origin residents of the Karabakh region of Azerbaijan highlighted a specific need for fuel. At the same time, they requested humanitarian assistance in the form of food supplies.
As a result of the meeting, their request was positively received. In particular, there are plans to provide fuel in the near future, ensure heating systems for kindergartens and schools, meet the needs of emergency medical services and firefighting, and provide humanitarian support.
An agreement was reached to hold another meeting in the near future.
