This was stated today by Russian Foreign Minister Sergey Lavrov, as reported by TASS.

“We are in favor of the swift conclusion of a peace treaty and the unblocking of communications. Unfortunately, regarding communications through the Syunik region of Armenia, it is precisely the Armenian leadership that is sabotaging the agreement, which bears the signature of [Armenian] Prime Minister Nikol Pashinyan. It is hard to understand the reasoning behind such a position,” he said.
