Globalinfo.az reports that at the 3rd Baku Security Forum, organized by the State Security Service (SSS) of Azerbaijan, the agency’s chief, Colonel General Ali Naghiyev, emphasized that the role of security structures in preventing humanitarian crises goes far beyond physical intervention.
The event brought together heads and senior representatives of special services from nearly 90 countries under the theme: “Joint actions of security agencies in preventing humanitarian crises and global man-made disasters during terrorist acts and armed conflicts.”
According to Naghiyev, effective outcomes in times of humanitarian crises can only be achieved through a comprehensive approach and close cooperation between state institutions, security agencies, and international partners:
“As we can see, the role of security agencies in preventing humanitarian crises is not limited to physical intervention. It also includes intelligence and counterintelligence information gathering and exchange, early warning, strategic planning, the development of legal and organizational mechanisms, and coordinated engagement with humanitarian structures.”
He stressed the importance of early detection of signs of natural disasters, technological accidents, armed clashes, as well as intentions or attempts of cyber and physical interference with critical infrastructure.
Naghiyev added that well-organized cooperation among security agencies not only minimizes the consequences of emergencies but also supports humanitarian efforts. This, he underlined, plays a decisive role in both improving citizens’ welfare and safeguarding the state’s security and legitimacy interests.
