Ilham Aliyev expressed his apologies and deep condolences for the tragic loss of Russian peacekeeping troops in Karabakh on September 20th. It was emphasized that a thorough investigation will be conducted into the incident, and all those responsible will face appropriate consequences. In this regard, the prosecutors general of both countries are in close contact. President of Azerbaijan also expressed readiness to provide financial assistance to the families of the deceased.
Both sides stressed the importance of the consistent implementation of the agreements reached with the assistance of the Russian peacekeeping contingent, aimed at a complete cessation of hostilities in Karabakh. In this context, great significance is attached to the contacts initiated in the presence of representatives of the Russian peacekeeping contingent between representatives of the state structures of Azerbaijan and the Armenian population of Karabakh in the city of Yevlakh on September 21st.
Priority steps for further stabilizing the situation and addressing humanitarian issues in the region were discussed. Vladimir Putin emphasized the importance of ensuring the rights and security of the Armenian population of Karabakh in this process. The readiness of the Azerbaijani side to collaborate on these issues with Russian peacekeepers was confirmed.
It was agreed to intensify work on the negotiation track in line with the known trilateral agreements at the highest level from 2020 to 2022, primarily regarding the unblocking of transportation links, demarcation of the Azerbaijani-Armenian border, and the preparation of a peace agreement between Baku and Yerevan.
