Baku expects Armenia to fulfill key conditions for the final settlement of the conflict, including the dissolution of the OSCE Minsk Group. This was stated by Elnur Mammadov, Deputy Minister of Foreign Affairs of Azerbaijan.
According to him, an important step towards peace would be for Armenia to amend its constitution to remove territorial claims against Azerbaijan and for both countries to submit a joint request to the OSCE for the formal dissolution of the Minsk Group, whose activities have effectively been paralyzed.
“Despite Azerbaijan’s proposal, Armenia has not yet joined the joint appeal. This raises the question of whether the conflict is truly resolved or if Armenia has other plans,” Mammadov noted.
He emphasized that, given the active presence of revanchist forces in Armenia, such issues pose serious risks. Therefore, Azerbaijan expects a clear and unambiguous position from the Armenian side.
Following the 44-day war, Azerbaijan filed several intergovernmental lawsuits against Armenia in international courts, including the European Court of Human Rights (ECHR), the International Court of Justice (ICJ), and the International Arbitration Court.
Mammadov recalled that these lawsuits address decades of occupation policies and ethnic cleansing. However, during recent negotiations, the parties reached a preliminary agreement to withdraw mutual lawsuits if a peace treaty is signed. If this process moves forward, legal proceedings may be terminated.
The deputy minister also commented on the compensation issue, stating: “This matter can be addressed both in a legal and political framework. However, the final decision depends on the terms of the peace agreement.”
