On July 29, 2023, Sabina Aliyeva, Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, and members of the Department for Prevention of Torture of Ombudsman’s National Preventive Group received Vagif Khachatryan, who was detained by the employees of the State Border Service of the Republic of Azerbaijan at the Lachin border crossing point of the Azerbaijan-Armenia state border.
Khachatryan expressed his gratitude to the state of Azerbaijan for the humane treatment and quality medical care provided to him from the moment of his initial arrest, as well as for his treatment, conditions of detention, and the opportunity to contact his family.
Within the framework of the visit, the conditions of detention in the institution – personal hygiene and sanitation, medical care, nutrition issues were investigated on the spot, and it was determined that his rights, the necessary medical and psychological services, and the presence of fiction and necessary informational materials in his ward were ensured in accordance with the national legislation and international documents.
Khachatryan was provided with legal and international documents in his language on mechanisms of application regarding his rights, as well as the informative leaflets on the possibility of applying to the Ombusman and Call Center 916.
Information, videos, and photos about that the person received during the visit were also sent to relevant international institutions.
