Reflecting on the impact of Armenia’s three-decade-long occupation, Hajiyev noted that the aggression hindered Azerbaijan’s ability to advance its green transformation policies, diverting resources and priorities. “If it hadn’t been for the occupation and aggression committed by Armenia against Azerbaijan for 30 years, Azerbaijan could have achieved more in the way of green transformation,” he stated.
Following the liberation of Azerbaijani territories, President Ilham Aliyev designated Karabakh and East Zangezur as zero-emission zones, facilitating increased investment in renewable energy and sustainable development. “This has always been a priority on our agenda. With the end of the occupation, Azerbaijan gained the opportunity to mobilize greater capabilities in this segment,” Hajiyev remarked.
Hajiyev also highlighted Azerbaijan’s evolving global role after restoring its territorial integrity. “Following the resolution of the Armenia-Azerbaijan conflict, Azerbaijan has pursued a broader foreign policy, contributing to international issues such as climate change,” he said. Azerbaijan’s leadership at COP29 exemplifies this commitment.
He emphasized Azerbaijan’s focus on fostering inclusive, fair, and transparent negotiations, particularly regarding climate financing, a key agenda item at COP29. President Aliyev’s address to the summit articulated Azerbaijan’s stance on climate diplomacy and global climate challenges, resonating with international media, experts, and foreign representatives.
“President Aliyev engaged in open dialogue with the international community, stressing the importance of recognizing major polluting factors and contributors. He called for a shift from baseless propaganda targeting COP host nations to addressing the responsibilities of the largest polluters,” Hajiyev stated.
The President’s proposals align with the principles of the Paris Agreement, emphasizing “common but differentiated responsibilities.” Hajiyev highlighted that since the Industrial Revolution, developed nations have been the primary contributors to carbon emissions, and the global community expects them to lead in climate action and financial commitments.
