Kazakhstan’s Ministry of Transport has published an interim report on the investigation into the crash of an Azerbaijan Airlines Embraer 190 aircraft, operating the Baku–Grozny flight, which crashed near Aktau.
The interim report has been published on the website of the Ministry of Transport of the Republic of Kazakhstan.
It is noted that, under the provisions of ICAO Annex 13, the sole purpose of an aviation accident investigation is to prevent similar incidents in the future. It is emphasized that the objective of such investigations is not to determine blame or liability.
The statement also notes that, in parallel with the investigation conducted by the Commission, a criminal investigation is being carried out by the law enforcement authorities of the Republic of Kazakhstan. At the same time, in accordance with Standard 5.4.1 of ICAO Annex 13, any investigation conducted under the provisions of this Annex is carried out separately from any judicial or administrative proceedings aimed at establishing guilt or responsibility.
Pursuant to Paragraph 97 of the Rules, all information related to the aviation incident may be used by persons involved in the investigation solely for the purpose of implementing corrective measures or actions to enhance flight safety.
Information on the progress of the investigation will not be disclosed to third parties until the investigation is completed. The final timeline of the investigation depends on the completion of all assigned research and work. The causes of the incident or contributing factors, as well as flight safety recommendations, will be presented in the final report.
