According to him, today’s Iran is not in a position to seriously threaten Azerbaijan.
“Iran’s armed forces are comprised of the regular army and the elite Islamic Revolutionary Guard Corps (IRGC). Nevertheless, it is hardly likely that Iran is seriously threatening Azerbaijan with a military attack. In my opinion, Iran is sending signals to Azerbaijan and its own people that any attempt to cause instability in northern Iran by using ethnic Azerbaijanis gives cause for concern to the Islamic Republic,” the former US Ambassador to Azerbaijan believes.
Bryza did not rule out that Iran might continue provocations against Azerbaijan.
“Iran uses its armed forces as an element of diplomacy. As King Frederick the Great of Prussia once said: ‘Diplomacy without arms is like music without instruments.’ In other words, threats of military force and even its use are diplomatic tools. Because, to quote the Prussian military theorist General Carl von Clausewitz, ‘War is the continuation of policy with other means,'” he summed up.
