They are residents of the village of Badara in the Khojaly district: Emest Bakhshievich Sarkisyan, Armais Bakhshievich Sarkisyan, Benik Astanovich Gasparian, Khoren Melikovich Abramyan, Armen Sarkisovich Avanesyan, Vova Armaisovich Sarkisyan, Garii Nikolaevich Khachatryan, Nikolai Beglarovich Kachatryan, Armen Garagenovich Abramyan, Eduard Armenovich Abramyan, Zina Armenovich Abramyan, Vahid Armenovich Abramyan, Karen Ashotovich Oganyan, Naorik Ashotovich Oganyan, Gurgen Benikovich Gasparian, Valery Benikovich Gasparian, Albert Melikovich Davidyan, Samvel Rafikovich Saakyan, Asatur Bakhshievich Osipyan, Karlen Bakhshievich Khachatryan, Eduard Beglarovich Israelyan, Artur Vartanovich Avakyan, Surik Armaisovich Sarkisyan, as well as Verdi Allahverdyan, Vilen Verdiyan, Grisha Magishovich, Slavik Ardemyanovich, Gavrusha Zadurovich, and Ruben and Andronik — individuals whose identities are unknown to the investigation.
They participated in the activities of a criminal group made up of armed military formations not provided for by the legislation of the Republic of Azerbaijan, created by Armenian nationalists living in the Karabakh economic region, as well as those who came from the Republic of Armenia.
With the aim of committing these criminal acts, Vagif Khachatryan, together with members of the mentioned illegal armed formations, actively participated in inciting national hatred and hostility between the Azerbaijani and Armenian peoples, humiliating the national dignity of Azerbaijanis, restricting their rights due to their nationality, and took actions aimed at proving the superiority of Armenians. Starting in the summer of 1988, this group carried out systematic attacks on Azerbaijanis on the roads traveling from the village of Meshali in the Khojaly (formerly Askeran) district to the cities of Agdam and Khankendi, beating and insulting them, threatening them with death, destroying their property, and undertaking other actions aimed at their physical annihilation.
