Russia will be represented at the event “at the level of the Prime Minister,” the source told the BBC’s Azerbaijani service, confirming that the Russian president had been invited along with leaders of other countries.
“This is a United Nations event, and when sending invitations, the organizers (in this case, the government of Azerbaijan) do not make distinctions,” the source added.
