Tofig Zulfugarov: The outflow of the Karabakh Armenians who don’t want to live in Azerbaijan cannot be stopped

There is an ongoing outflow of the Armenian population from the area controlled by the Russian peacekeepers in Karabakh, says former Azerbaijani Foreign Minister, political analyst Tofig Zulfugarov.

He spoke about it in an interview with Modern Talking YouTube channel.

“The reintegration process is in fact already underway, because there is a clear outflow of the Armenian population from this area. Obviously, some of the people who are leaving have decided that they will not live in Azerbaijan, in the Azerbaijani state. Those who are staying are apparently ready to be integrated into the Azerbaijani legal, economic and political space.

“We should not expect very rapid fundamental changes in the situation, since the priority for Azerbaijan for now is, above all, the actual return of the Azerbaijani population to the liberated territories. This is a more significant and important work for today. And I am sure that very soon, after citizens come to live around the area of responsibility of the peacekeeping forces, after the infrastructure of the Azerbaijani state is in place, the process of return and integration of the area into the Azerbaijani state will begin,” the ex-minister said.

According to Mr. Zulfugarov, the outflow of the Armenian population from Karabakh cannot be stopped by any steps that Russia takes.

“Because people there have realized that they are hostages of political games. And it is not the Azerbaijanis that ordinary Armenians are afraid of. They are afraid of being used in political games again. And, of course, they want to create a stable future for their children. Therefore, this outflow cannot be stopped,” said Tofig Zulfugarov.
