U.S. Deputy Secretary of State Alison Hooker announced that her first visit to Baku has launched work on a U.S.–Azerbaijan Strategic Partnership Charter. She shared the update in a post on X while heading back from Azerbaijan.
Hooker wrote that she had “great meetings” with Azerbaijan’s Foreign Minister Jeyhun Bayramov and Presidential Assistant Hikmet Hajiyev to discuss “how we can move forward on @POTUS vision for peace and prosperity in the region.”
“It was a privilege to kick off the U.S.-Azerbaijan Strategic Partnership Charter,” she noted, stressing that the visit laid the foundations for a new framework in bilateral cooperation.
Alison Hooker also highlighted that she hosted the U.S. reception at #WTDC25 in honor of International Telecommunication Union (ITU) Secretary-General Doreen Bogdan-Martin, describing her as having “an unmatched record in leading the @ITU” and stating that the United States is “thrilled to support her candidacy for re-election.”
According to Hooker, both the launch of the Strategic Partnership Charter and U.S. backing for Bogdan-Martin’s re-election reflect Washington’s broader commitment to regional stability, connectivity and a rules-based international order.
