This was stated by the Minister of Foreign Affairs Ararat Mirzoyan during hearings in parliament on the implementation of the 2023 budget.
However, according to him, this does not mean that the question of amending the constitution of Armenia is a subject of negotiations with Azerbaijan.
Mirzoyan noted that discussions about amendments to the constitution of Armenia have been ongoing since 2018, and to assert that “these discussions are dictated by the requirements of Azerbaijan – is fundamentally wrong.” This, he added, is “an internal matter” of Armenia.
