In 1919, the occupied Ottoman Empire was divided between Sultan Mehmed VI Vahideddin and the resistance movement led by Mustafa Kemal Pasha, formed in Samsun in May of the same year. During this period, the government of the Azerbaijan Democratic Republic saw Mehmed VI as the only legitimate ruler in the territory of Turkey.
