Ukrainian President Volodymyr Zelensky phoned President Ilham Aliyev after an Iskander missile struck the Azerbaijani Embassy in Kyiv around 1:00 a.m. (GMT+2) on November 14, amid a wave of missile and drone attacks. The explosion destroyed part of the embassy’s perimeter wall, damaged the administrative and consular buildings, and struck several official vehicles. No casualties were reported.
During the call, Zelensky condemned the attack and expressed deep concern. Aliyev likewise strongly condemned the strike, stressing that assaults on diplomatic missions are unacceptable under international law. Zelensky also thanked Azerbaijan for its humanitarian assistance to Ukraine, and the two leaders exchanged views on bilateral cooperation.
Later that day, Russian Ambassador to Baku Mikhail Yevdokimov was summoned to the Azerbaijani Ministry of Foreign Affairs and presented with an official note of protest. The Azerbaijani side detailed the damage and recalled that a similar violation occurred on March 10, 2022, when an airstrike seriously damaged the Honorary Consulate of Azerbaijan in Kharkiv and destroyed its official vehicle. The MFA emphasized that repeated strikes on Azerbaijani diplomatic facilities constitute a grave breach of international norms and principles.
